Lumps of steels are created by adding at least 2 Lumps of iron (melting point 1500 °C) and 2 Flux (melting point 500 °C) into a Furnace, Forge and Anvil, or Bloomery, and heating it up to 1500 °C. When the materials are properly heated you can use the Smelt command to fabricate Steel Lumps. Make sure you have a standard crucible and tongs equipped, NOT the primitive version.

Note: The recipe for creating lumps of steel directly from lumps of iron is the most inefficient method for fabricating steel as far as Flux consumption is concerned. This recipe requires 2 Flux per lump of steel, or 16 Flux for one steel bar, or 80 Flux per steel ingot. It is therefore recommended that you use a Bloomery to melt down steel ingots into these lumps, as by doing this you will be spending .3 Flux per lump instead of 2 Flux per lump.
